Softcat ranked #1 across three Lots on new public sector transformation Framework
The new framework helps public sector organisations procure digital transformation services more easily under the Procurement Act 2023.


Softcat, a leading IT infrastructure solutions and services provider, is pleased to announce its appointment as a supplier on the new Digital Transformation Solutions and Enterprise Services Framework from Procurement Services.
This Framework is one of the latest procurement routes established to support public sector organisations operating under the new regulations of the Procurement Act 2023, which introduced significant changes to public sector procurement and Framework call-off processes.
Running until 2030, the Framework enables public sector organisations to procure technology, consultancy and transformation services through a streamlined, compliant route. It supports both individual projects and large-scale transformation programmes, helping organisations access specialist expertise while reducing procurement complexity and accelerating delivery.
The Framework also places a strong emphasis on delivering social value, helping public sector organisations deliver broader economic, environmental and community benefits alongside their technology objectives.
Softcat was awarded to the following Lots:
- Lot 1 Digital and Services Transformation
- Lot 2 IT, Cloud and Cyber Services
- Lot 5 Strategic Consultancy and Public Sector Reform
Under the Procurement Act 2023 Framework, customers may make a Direct Award where they can objectively identify the Most Advantageous Tender (MAT) based on the suppliers’ original Framework submissions. In these circumstances, the call-off contract can be awarded directly to the supplier ranked highest within the relevant Framework Lot, based on their combined quality and price score. Softcat is pleased to have achieved the number one ranking for Lots 1, 2 and 5 during the Framework evaluation process, enabling customers in these Lots to utilise the Direct Award route with confidence.
