Microsoft Copilot Business and usage-based billing: what SMBs need to know

Microsoft have announced two important updates that could make AI more accessible and flexible for small and medium-sized businesses.

Firstly, Microsoft 365 Copilot Business is being renamed Microsoft Copilot Business. Secondly, Microsoft is introducing usage-based billing for certain AI capabilities.

These changes are designed to simplify Microsoft's AI portfolio while giving organisations more flexibility in how they adopt and consume AI services.

What's changing and when?

The two key announcements are:

  • Microsoft 365 Copilot Business is being renamed to Microsoft Copilot Business
  • Usage-based billing will be enabled by default for Microsoft Copilot Business customers

These changes are scheduled to take effect from 1 and 2 November respectively, giving organisations time to review how they manage AI consumption and spend.

What is usage-based billing?

Traditionally, software licensing has used a fixed cost per user. Usage-based billing offers a different model, where organisations pay based on how much of a service is consumed.

For Microsoft Copilot Business, each user will have a default usage limit of $40 per user, per month, helping organisations control spend while still enabling access to advanced AI capabilities when needed.

For SMBs, this creates a flexible way to explore AI use cases, trial advanced capabilities and align costs more closely with business value.

Microsoft is also simplifying its Copilot branding and from 1 November will operate under one name of Microsoft Copilot Business.

For customers, the day-to-day experience remains familiar, but the new name better reflects Microsoft's broader AI portfolio. Existing customers will continue to access the productivity benefits they use today, while gaining access to new capabilities as the platform expands.

What does this mean for existing SMB organisations?

Existing customers do not need to take any immediate action. Current Microsoft 365 Copilot subscriptions will remain available until Monday 30 November, and customers can continue to use, renew and adjust their existing subscriptions as normal.

From Sunday 1 November, Microsoft will introduce Microsoft Copilot Business as a new SKU, and existing customers should note that they won’t automatically be moved to the new offering.

From Monday 2 November, usage-based billing will be enabled by default for new Microsoft Copilot Business customers in SMB (up to 300 seats via CSP). Each user will have a default spending limit of $40 per user, per month. For many businesses, these changes create opportunities to:

  • Introduce AI more gradually
  • Align AI spending more closely to actual usage
  • Explore advanced AI capabilities without significant upfront commitments
  • Scale AI adoption based on business needs
  • Build a more flexible long-term AI strategy
